EU leaders set 55% target for CO2 emissions cut

EU leaders have agreed on cutting greenhouse gases by 55% over the next decade, rather than 40%. The EU Commission will draw up detailed plans for all 27 member states to contribute to the target, measured against the 1990 CO2 emission levels. The UK government plans to slash UK emissions by 68% over the next decade.
