Seoul to ban people sending cross border propaganda messages via balloons

South Korea announced that it would impose a ban on the sending of anti-Pyongyang leaflets into North Korea. This brings to an end a propaganda exercise that has taken place for decades. Activists in the South would tie the leaflets to balloons and float them over the border which would then be found by North Korean residents. The new law will come into effect in three months.
