Dustin John Higgs, a federal death-row inmate scheduled to be executed on January 15, has tested positive for Covid-19. Higgs is convicted of ordering the 1996 murders of three women in Maryland. Higgs’s lawyer linked the mini outbreak in the death-row unit in the Terre Haute prison with the government’s ’rush to execute’ convicts during the pandemic, and asked for a stay the execution.
