A controversial measure by Oregon, which decriminalizes possession of hard drugs such as cocaine, heroin, methamphetamine and oxycodone, went into effect on Monday. Measure 110 reclassifies possession of small amounts of hard drugs as a civil violation, as per which offenders will be levied a $100 fine, which they can avoid with a ’health assessment’.
