At least 200,000 people remained without power in Portland, Oregon, Sunday after a winter storm knocked out a number of transmission lines and substations. Authorities said it could be a day or more before electricity was fully restored, and forecasters warned of more hazardous weather through Monday. In Washington state, the city of Seattle activated its emergency operations center.
