AT&T not happy with net neutrality law in California

The recently enacted net neutrality laws in California have been criticized by AT&T. The company has claimed that the government is at fault for the company not being able to provide certain data features without any charge to their consumers. AT&T further said it was sorry for the inconvenience that users had to face while specifically blaming the new net neutrality law as well.

Isn't that exactly what net neutrality is supposed to do? Now no small company that cant afford to pay att for free data for its users is at a disadvantage when compared to HBO.
