Rep. Filemon Vela, D-Texas and Arizona Democrat Rep. Ann Kirkpatrick announced their retirements ahead of the 2022 cycle amid the growing border surge that the Biden administration is having difficulty controlling. Vela and Kirkpatrick have districts along the U.S.-Mexico border in states where the GOP is looking to pick up seats in the 2022 midterm elections.
The party knows that they are unlikely to win and are attempting to run fresh faces that can't be blamed for the current crisis, hoping no one realizes that they would have made the same choices. There is only so much dirt that can be swept under the rug before the room requires a true cleaning.

They probably see the writing on the wall that the Republicans are one looking to pick these seats up in the upcoming midterms and secondly they have probably seen polling showing how they aren't likely to win and lastly the people in their district probably aren't too happy about what's going on, as Democratic mayors along the border aren't very happy.
