Boy charged with murder in shooting death of eighth grade girl
A teenage boy was charged with the murder of Lucia Whalen Bremer, a student of eighth grade, in Richmond, Virginia. The alleged shooter fled the scene and was consequently apprehended on Saturday. The police refused to name the suspect since he is currently underage. The youngster is said to be facing charges including second-degree homicide, possession of a firearm by juvenile.

I've never understood why the victim (under age) can be named and her life details shared but the arrested perpetrator (also under age) is afforded anonymity.
