Virginia AG Launches civil probe after veteran is pepper sprayed by police

Virginia AG Mark Herring launched a civil rights investigation into the Windsor Police Department after video was released of officers apparently unlawfully detaining a US Army Lieutenant and pepper spraying him in his car. The video shows Lieutenant Caron Nazario repeatedly asking why he is being stopped and the officers refusing to answer while aiming firearms at him.

There is plenty of blame to go around. The cops had no reason to do a felony stop but he should have followed their commands. He is a soldier and should know better than to defy a direct, lawful order.
