Police depts which commit civil rights violations will be examined: AG Garland

Merrick Garland, the Attorney General has vowed to examine the practices of police departments around the country that commit civil rights violations. He said that the DOJ will consider providing grants ’to help police departments around the country improve their practices through funding and technical assistance, leverage to promote policing policies that benefit communities and enhance trust.’

I think funding to have police on the streets when they're not actively there to intervene or arrest people would be a good start. I think more non-confrontational contact between civilians and police when they're not "on a call" would be good. that way both police officers and the civilians can or easily see each other as humans rather than just cops and robbers. Edited to correct a double negative.
