If you are about to roll out autonomous self-driving vehicles you have already leapfrogged train technology. You are going to have to rerun the engineering to find the new cost-benefit numbers enlight of the new technology. Trains or any tech for that matter are tools, not jewelry. The tech for self-driving vehicles is separate from how the vehicle is powered. It is not necessary to change the power plant to get CO2 reductions. A simple change in ownership model and ridesharing could make the vehicles more efficient and thus greatly reduce the number of vehicles required to meet the travel demands of the market. All of which would make the investment into high-speed rail a giant white elephant, without a proper evaluation of the market. But I think China and India will be first to deploy self-driving vehicles simply due to the legal issues and the economic benefit that the technology brings to the table. In both countries, it would free up an enormous amount of public money, shift enormous cost off of the public purse and shift those burdens to the private sector creating such efficiencies in capital management that literally overnight these nations will catapult over most developed nations.
