Barr says he felt Mueller could have reached decision on obstruction

Attorney General William Barr said Special Counsel Robert Mueller could have reached a decision on whether President Trump obstructed justice, but chose not to. Mueller said earlier this week that he could not indict Trump because of a DOJ policy that prohibits indicting a sitting president. But Barr said Mueller could have made a judgment call even if he could not indict the president.

he could've but he didn't want to, because the moment he says no collusion he will have a big dirty name for the rest of his life. He carried a case for 2 years that was baseless and a waste of time.
