Tougher helicopter restrictions won’t stop helicopters from crashing.

So, in the UK, a pilot can request special vfr to be exempt of the 1000ft rule, but not the glide clear rule. Helicopters are exempt from the glide clear rule because they can autorotate into a spot the size of a helicopter. You still have to be 500ft away from buildings and people, or 50ft from buildings where you have written permission from the owner (or closer if it's on an airport). The rules may be different in the US, but crashing onto a roof is difficult without some sort of decent. When did the fire start and what communications and movements were made before the incident occurred?

"Wasn't rated for bad weather" means he wasn't IFR rated. Why was he descending at all? Was he not in sight of the surface? And don't drum up false heroism, landing safely on the streets below would have been inconvenient for motorists, not carnage.
