It's NEVER that hot in Europe for such long periods of time. Additionally, many many buildings and homes would need to be completely and totally renovated in order to install central air. Even installing window A/Cs would be difficult since many windows open sideways rather than up and down, many of the frames likely wouldn't be able to support it, and the power grids within older buildings may not be able to support it (not to mention the heat has already caused power to go out). So no, they aren't wimps anymore than people living in areas unused to rampant flooding are wimps because they can't stand a little water. If there were a blizzard in Austin, Texas that lasted for a couple of days, it would be quite uncouth for folks in New England or Norway or whatever to blame Texans for being unable to handle it. It's an extreme weather system that essentially shouldn't be happening, ESPECIALLY for as long at is has been going on. There is no reason to cast blame on others for the lack of preparation for the completely unfathomable.

normal June temperatures in my area often get into the 110s but we are having the coolest may in June in memory. not a single day in June thus far has gone over 85 and we were still getting snow in may. sorry this is happening for them but thus far this has been the most pleasant weather we have gotten in this desert town in decades, plus enough rain to classify as temperate. hoping to have many more summers like this.

Europe stretches from the north pole nearly half the way down to the arctic. "Europe is suffering heatwave" hahaha. Probably not even 10 celcius in Norway right now.
