Why would you EVER give American Indians jurisdiction in crimes on tribal land when their separate legal codes MUST comply with Federal law? The courts have ruled several times that when the word "nation" is used to refer to the tribes that it has no implications of sovereign status. Furthermore, the Keystone objections were monetary, not environmental or spiritual. The tribes simply got too greedy and the pipeline company decided to go around them for approval.
