the only other choice would be to get off the horse and walk on the ground while controlling the horse and the suspect. my guess would be it's safer for everyone to keep a distance from the suspect and the horse. the horse can possibly step on the suspect. this type of arrest has been done hundreds of times, to all types of people.

“Showed Poor Judgement” but not illegal, I think that accurately describes the events, nothing done was illegal, but could have been a questionable decision by the officer
