Despite opposition from lawmakers in both parties and swelling deficits, President Trump abandoned a push for cuts in foreign aid on Thursday. The White House was seeking up to $4.3 billion in ’rescissions’ from the State Department budget and the U.S. Agency for International Development.

I think people should give the president the benefit of the doubt. Businessmen don't become millionaires/billionaires by keeping unwanted expenses high. Some of this aid could just be leverage, you never know with The God Emperor.
