Pennsylvania man’s ’gunlike hand gesture’ toward neighbor was a crime

Stephen Kirchner of Lancaster County made a ’gunlike hand gesture’ at a neighbor during an argument on June 7, 2018. He has committed a crime, according to a new court ruling. He was caught on home surveillance footage making the hand gesture at a male neighbor after the argument.

What. The. Hell. That gesture is 1st Amendment, and therefore it doesn't have to have a "legitimate" purpose. After all, the other guy gave Kirchner the double bird - what "legitimate" purpose did that serve?
