Tropical Storm Imelda has formed in the Gulf of Mexico

Tropical Storm Imelda made landfall in Freeport, Texas around 1 p.m. with 40 mph winds. Threats from the storm include heavy rainfall and flooding in the Houston area, with dangerous flash floods. Imelda could bring up to 18 inches of rain to parts of southeastern parts of the state.

Any storm can cause flooding in Houston; it's barely above sea level, built on a swamp, and about an hour's drive from the Gulf. The 10+ inches of rain that these storms bring have nowhere to go except the streets.
