Terrorism charge against SUV driver in suburban Chicago mall

Terrorism charges have been filed against the man who slammed his SUV into a suburban Chicago mall. Javier Garcia, 22, was denied bond at a hearing in Chicago. Police say they still don’t know why Garcia crashed his SUV through the entrance of the Woodfield Mall on Sept. 20. As per local law, the attack met the elements of terrorism because the damage totaled more than $100,000.

Wait, he's being charged with terrorism, but they don't have a motive? I thought terrorism needed a political motive, or violence for an ideological gain.
