Natives 19 times more likely to lack indoor plumbing than white households

As per a report from nonprofits DigDeep and US Water Alliance, more than 2 million Americans are living without access to running water, indoor plumbing or wastewater treatment. As per the report, native Americans are 19 times more likely to lack indoor plumbing than their white counterparts. African-American and Latino homes Latino homes are nearly twice as likely to lack access to the same.

Does this count all homeless? Surely there are way more white without running water, in that context.

Why not focus on the overarching issue of improper access to water and sanitation instead of the racial issue? It seems that if you address the overall issue you inherently fix the racial one. Bringing race into something that affects all Americans only distracts from the problem.
