US arrests Mexico ex-minister on drugs charges in Dallas

A former Mexican minister has been arrested in Dallas on charges that he allowed the Sinaloa cartel to operate in Mexico in exchange for ’millions of dollars’. Genaro Luna, 52, was arrested on Monday. Luna, served as public security chief between 2006 and 2012. He helped oversee the militarized crackdown on organized crime launched in 2006 by Calderón.

I'm confused. Is he a top official or cartel? So hard to tell these days since they seem to be found doing the same illicit activities.
