Arkansas sheriff charged with assaulting 3 people in custody

The DOJ said Tuesday an Arkansas sheriff has been charged with federal civil rights offenses for allegedly assaulting three handcuffed inmates. Franklin County Sheriff Anthony Boen faces three counts of deprivation of rights under color of law for the incidents that occurred between 2017 and 2018. Boen was released on $5,000 bond after pleading not guilty.

If he did all that, for sure should be held accountable. Why did it take so long to get into some form of legal action?
