Goldman to plea guilty, pay $2 billion fine in Malaysian scandal

The Wall Street Journal reported that Goldman Sachs Group is in talks with the US Department of Justice to pay a fine of almost $2 billion, admit guilt and agree to extra oversight They will admit they ignored red flags while billions were looted from its Malaysian government client. A foreign subsidiary will be admit guilt, so the plea will not prevent Goldman from continuing to operate in U.S.

So Malaysian government sets up a fund, Goldman skims as much as $4.5 billion from it, and now the US government is fining Goldman $2 billion. Am I getting that right? Shouldn't the Malaysian government be the ones getting some money back? Seems like I am missing something here...
