Montenegro adopts law on religion amid protests

Montenegro’s parliament has approved a contested law on religious rights amidst nationwide protests. Pro-Serb lawmakers tried to prevent the vote from taking place and were detained by police officials. The law says religious communities would need to produce evidence of ownership of their property from before 1918, which protesters say will strip the church of its property.

Requiring proof of land ownership before 1918 in order to keep the properties does in fact sound like the government is engaging in theft. Why isn't current documentation acceptable? Why require 100+ year old documents?
