Free IVF fertility treatment to be provided by Hungary

Viktor Orban, the Prime Minister of Hungary announced that his country would provide free in-vitro fertilization to couples at clinics run by the government. Hungary’s fertility clinics were taken over by the government last month, and the Hungarian PM said that fertility was of ’strategic importance’.

I have heard of the declining population problem, however is this an issue of declining birth rates, the youth leaving, or a mixture of both? As this premise of boosting methods/reasons to have babies will only affect one of those issues.
