The US government’s decision to kill Iranian commander Qassem Soleimani was defended by the President of the United States Donald Trump. The President further said that Soleimani posed imminent threat to the United States but given the commander’s track record, the threat did not really matter.

It matters because without an imminent threat the power to strike lies solely with the gang of 8 (Congress) Pretty sure Obama would've been impeached if he lied about something like this

He's right, there didn't need to be an imminent threat, per se. This guys job was to coordinate terrorist operations in the region. Even if there was not a specific attack imminent, it's reasonable to assume that this guy would keep doing the things he's done for the past decades.
