Libya’s Haftar leaves Moscow without signing ceasefire

Commander of the Libyan National Army, Khalifa Haftar, has left Moscow without signing the ceasefire agreement, signaling the failure of the talks organized by Russia to stabilize the region. Haftar was supposed to make a deal with Fayez al-Serraj, head of Libya’s Tripoli-based UN-recognized government. He declined the deal because it did not include a deadline for disbanding government forces.
