Putin delivers state-of-the-nation address, proposes tweaking constitution

President Vladimir Putin delivered his state-of-the-nation address, in which he suggested tweaking the Russian constitution, giving more power to the cabinet and the parliament. He argued that Russia would not remain stable under a parliamentary system and that the President should have powers to dismiss the Prime Minister and cabinet ministers and be in charge of the military.
