Is anyone really surprised by this? Putin is ex-KGB and the Soviets didn't select agents for their interest in and commitment to democratic reforms or accountability to the public. He's already a defacto dictator and now he'll just be generic brand Stalin in name as well as action.

This is classic putin... He switches back n forth empowering presidency n then prime minster depending which term he has to exit... Notice no limit on either can run on either much as he wants..
