Nothing to do with race, you stop the outbreak from the source, in this case, Chinese people travelling from China. China banned travels from Wuhan, are the Chinese racist towards themselves? The people who still travelled knowing there is am outbreak deserves to be discriminated, there is a saying in China "people don't dislike you because you are Chinese, they dislike the Chinese because of people like you", perfect description for these people.
