A White House memo stated that President Trump ordered a drone strike that killed a top Iranian military general last month in response to past attacks. The strike was previously said to have been conducted due to an imminent threat. ’I look forward to Secretary Pompeo testifying before the committee at an open Feb. 28 hearing’, Rep. Engel said asserting the memo contradicted previous assertions.

As I understand it, while contributing to deterrence, reacting to past attacks means retaliation or revenge. Preventing future, especially imminent attack, is much stronger legal grounds. Not a lawyer.
