Someone help me understand. 1. What can 5000 people spread that 4500 cant? 2. How do you count a croud of 4999 and enforce only 1 more person?

Yes. Because of the virus. Not because protests against the government have been going on for well over a year.

(Me imaging Napa and Vegeta working for the French government) "Vegeta! What does the scouter say about the head count?" "It's over 5000!"

That's not going to be enough. It'll spread even with a ban of 10 people meetings.

The reason for the number 5000 is because Macron is just use to 10s of thousands in the streets wanting his head in a guillotine. He just forgot what small gatherings are. He is a globalist he doesn't care how many die just how many protesters they are after almost what 2 years of weekends.
