South Korea reports an uptick in COVID19 cases after 11 days of a reversal

South Korea reported a surge in new coronavirus cases on Wednesday, reversing days of slowing infections. As per reports, 242 new cases were reported, compared with 35 a day earlier, bringing the total to 7,755 in the country. The death toll rose by four to 63.

So less than 1% death rate in a country very close to China. What happened to 3-4%? 1% also assumes there aren't unreported cases.
