Champaign, IL council OKs emergency powers in response to coronavirus

At a meeting Friday, the Champaign City Council unanimously approved an ordinance giving the mayor and city manager certain emergency powers to curb the spread of the new coronavirus. This lets them suspend licenses for special events and restrict public access to city buildings. Payment due dates may also be also be adjusted. It also gives the manager more flexibility to make emergency purchases.

How can anyone "grant" themselves powers? Even the president cannot grant himself the power to circumvent Congress for any reason, including emergencies....This is a prime example of where the real power is in this country. It isn't in Washington, it's in the courts, the IRS and U.S treasury.
