Non-essential businesses to be shut down by NY Gov. Cuomo

The ’most dramatic’ order yet has been passed by New York Gov. Andrew Cuomo. Gov. Cuomo passed an order for all non-essential workers to stay at home. This order has been passed after 2,950 new cases were confirmed which brings the total number of cases to 7,102 in the state of New York.

I wonder if people realize that he doesn't have the authority to so that. Shutting down non-essential businesses, curfews, etc. require martial law for a state to issue those orders. No state has declared martial law, nor has the federal government, so Cuomo can sit and spin.
