Germany bans gatherings of more than 2 to contain coronavirus outbreak

Germany banned public gathering of more than two persons on Sunday in a bid to contain the coronavirus outbreak. Families and people sharing a home are exempt from the rule, Chancellor Angela Merkel said in a message. The measures included closing hair, beauty and massage studios. Other non-essential shops had already been shut. The ban would remain in place for at least two weeks.

Are two people considered a gathering in Germany? I wouldn't even call it a group... maybe a Duo?

Why were hair and massage businesses exempted from the general shutdown? They're close contact, high volume and friggin' unnecessary. Unless Merkel likes a nice massage and was due a haircut so she delayed it for a bit.

I'm sure all the migrants are going to comply....also....2 weeks isn't long enough. at least a month is needed considering of someone catches it today it will be a minimum of a month before they are no longer transmitting it. That's on the low side.
