21 million fewer cellphone users in China after Coronavirus outbreak

According to authorities in Beijing, the number of cellphone users in China have dropped about by 15 to 21 million on a base of 1.6 billion in the past three months. One article asserts this is a sign that China is not reporting COVID-19 outbreaks while another notes that many migrant workers have multiple phones for home and work and would have closed accounts when China shut down large areas.
