Trump urges governors to rank counties by virus risk in bid to re-open economy

President Trump said that officials are developing guidelines to rate counties by risk of virus spread as high-risk, medium-risk or low-risk. In a letter to governors, Trump said state and local leaders could use the guidelines to determine social distancing and other mitigation measures.Trump has advocated for a return to normalcy as his original 15 day recommendations will expire early next week

I think ranking the counties could cause a disaster. People from the high risk counties would start moving to counties with lower risk and then the risk would have to be recalculated. The only way to keep the migrating from high risk to low risk would be to suspend travel.

So, does this mean if it's a low risk area, such as rural areas to try to lift some state/fed wide lockdowns. Basically, to get at least some businesses back in running.
