People of color ’socially predisposed’ to COVID-19 exposure, says Adams

Surgeon General Jerome Adams acknowledged in personal terms the increased risk for African Americans from the C)VID-19. Adams said that ’the chronic burden of medical ills is likely to make people of color, especially, less resilient’ to the pandemic. He noted that many African Americans and Hispanics do not have the types of jobs that allow them to telework or remain at home.

Can someone explain the position of Surgeon General to me? I thought I had a grasp of what it is, but when I see this I'm completely lost as to why such a ridiculous statement would be made by someone in that position.
