Iranian navy vessels came within 10 yards of American warships in the Persian Gulf in what the US navy described as a series of ’dangerous and harassing approaches’. Eleven IRGCN vessels repeatedly approached US navy vessels in international waters of the North Arabian Gulf while the US Navy was carrying out exercises, the US fifth fleet said in a statement.
Iraq and Iran both want the US and allied fleets out of the gulf. It's their waters so who is really being the aggressor? They're using military (not just the US) to defend oil investments. It's a continuous issue with the US Navy that they border too close to hostile territories. It is necessary of course but the aggressor is definitely the US protecting important ship routes.
Harass is a strong word, more like annoy.
