According to Pascal Soriot, the chief executive of AstraZeneca, a vaccine for the coronavirus could be available for limited use by the end of the year. If the vaccine being developed by the University of Oxford proves to be effective, then the vaccine could be manufactured by the pharmaceutical giant.
Limited use means that even in the best case scenario they'll need time to mass produce it.

I won't be taken it. Kind of fishy how fast it is getting done. Normally it takes atleast 18 months. Almost like they had it ready already. If I am forced to take it they will be signing a form from me for my protection.
