Indian navy searches for 78 missing from barge sunk by storm

Indian navy ships and helicopters are searching for 78 people still missing from a barge that sank off Mumbai as cyclone Tauktae blew ashore this week. 183 people have been rescued so far. Cyclone Tauktae has been the most powerful storm to hit the region in more than two decades, packing sustained winds of up to 210 kilometers (130 miles) per hour.

If the 183 and 78 figures are right, then 261 people were on the vessel. I wonder why it wasn't evacuated before the cyclone hit. That's a lot of people to risk the lives of in the middle of a strong cyclone. Also, that had to be a huge barge to support 261 workers.
