State of emergency declared after Michigan dams collapse

Thousands of residents have been evacuated in Michigan after two dams collapsed following days of heavy rain. The National Weather Service issued a flash flood emergency for areas near the Tittabawassee River. Authorities warned that some parts of Midland could be under 9ft (2.7m) of water. Gov. Whitmer declared a state of emergency for Midland County.
