University of California will not require SAT or ACT

The University of California decided to remove the SAT and ACT requirements for applicants to the 10 campuses that make up the UC system. The officials justified that these tests make it ’more difficult for minority and low-income students to gain admission to college’ as they have less access to test prep services.

It's not about ease of access. It's about willingness to get access. There are ways for low income to receive access to the prep tests.
