Trump says he likely won’t need military to respond to protests

President Trump said Wednesday that he did not believe that he would need to use US troops to counter protests sparked by the death of a black man in police custody in Minneapolis. His comment came after Defense Secretary Mark Esper said that he would oppose the imposition of the Insurrection Act which gives powers to the president to use active duty military forces for law enforcement duties.

These articles are incredibly confusing, as they keep conflating protests and riots regardless of the person or context they are referencing. For example, I know Trump did not mention the protests/protestors once in the comment where he told governors to "dominate". This leaves me wondering whether the other individuals being discussed are talking rioters, like Trump was obviously discussing, or protestors not engaging in any violence.
