Kneeling man who raised his hands shot dead by California police

A 22-year-old was shot and killed by police on Tuesday after officers who were responding to reports of looting mistook a hammer in the man’s pocket for a gun. Police said Sean Monterrosa was on his knees with his arms above his waist when an officer shot five times, hitting him once. The California department of justice has launched a probe and reform initiative for the Vallejo police dept.

I heard one report that says he was on knees but reached down to his waist fir some reason. I don't know if he was just showing it was a hammer maybe? But obviously he made the cop nervous. Really not enough information.
