Rayshard Brooks police shooting was homicide, says medical examiner

The death of Rayshard Brooks, a black man killed by a white police officer in Atlanta on Friday, was a homicide caused by two gunshot wounds to the back, the Fulton County Medical Examiner said. Brooks, 27, was shot by officer Garrett Rolfe during a foot chase following a failed sobriety test in the parking lot of an Atlanta Wendy’s restaurant.

He did more then fail a sobriety test. He stole a weapon and discharged it at the officer. I don't think he deserved to die, in that sense, I feel like all parties have a bit of blame. But that guy was not innocent.

How is this a homicide? The cops clearly did not show up planning to shoot this guy. His own bad choices resulted in him being shot.

Why dont they have rubber bullets? Aswell as lethal rounds for when crap hits the fan? I feel having both would be beneficial.
