Boris Johnson offers 3 million Hong Kong citizens refuge in the UK

UK Prime Minister Boris Johnson has offered 3 million Hong Kong citizens the right to live and work in the UK, a day after China enforced a new national security law on the former British colony. About 350,000 UK passport holders, and 2.6 million others eligible, will be able to come to the UK for five years. And after a further year, they will be able to apply for citizenship.

Sounds great but here's the catch - "Hong Kongers who were born after the end of British rule in 1997 are not eligible" so the young activists who are at the highest risk of being arrested can't take advantage of this offer. So one must be colonized to gain the benefits of the colonizers?
