Paris tour guides protest outside Louvre museum

Several dozen Paris tour guides wearing masks and holding Mona Lisa portraits protested outside the Louvre museum on Monday demanding more support from the govt to help them tide the Covid-19 crisis. In May, France announced measures worth $19bn to support its tourism sector. But protesters alleged that the funds were not reaching tour guides, most of whom were on short-term contracts.

"protesters alleged that the funds were not reaching tour guides, most of whom were on short-term contracts." It is mostly the ones without any form of institutional protection who are at the most amount of risk following any adversity. I wonder why governments dont do more to help such people specifically.
